To create a regular page navigate to Pages -> Add New. Give your new page a name and add your content. You can use Classic editor, Gutenberg Editor or Elementor Editor.
Note: If you are using Elementor to edit the page, page layout settings will have no effect. Since in Elementor you have full control over layout, you can create any structure.
